But in the United States, this translates into overdependence on radar data and indifference to all kinds of unidentified aircraft - a weakness that could be exploited by terrorists or anyone seeking to engage in espionage against the United States.

The American government has not investigated U.F.O. sightings since 1969, when the Air Force ended Project Blue Book, an effort to scientifically analyze all sightings to see if any posed a threat to national security. Britain and France, in contrast, continue to investigate U.F.O. sightings, because of concerns that some sightings might be attributable to foreign military aircraft breaching their airspace, or to foreign space-based systems of interest to the intelligence community.

Most of the incidents investigated in Britain have been easily explained as misidentifications of stars and planets, aircraft lights, satellites and meteors, but some cases have raised national security or air safety issues.

On Dec. 26, 1980, for instance, several witnesses at two American Air Force bases in England reported seeing a U.F.O. land. An examination of the site turned up indentations in the ground and a level of radiation in the area that was significantly higher than ordinary. More witnesses at the same base reported the U.F.O. again on subsequent nights. The deputy base commander reported that the aircraft aimed light beams into the most highly sensitive area of the base - a clear security breach.

On March 30 and 31, 1993, there was a wave of U.F.O. sightings over Britain. The United States is no less vulnerable than Britain and France to threats to security and air safety. The United States Air Force or the National Aeronautics and Space Administration should reopen investigations of U.F.O. phenomena. WASHINGTON-A former U.S. Air Force major with 5,000 flying hours described in detail his encounter with an UFO, telling former members of Congress at a hearing on extraterrestrial sightings that he has been interested in UFOs ever since.

"These space craft occasionally roam our skies and my theory is they have been coming here for thousands of years," Major George Filer III said May 3, the last day of the week long Citizen Hearing on Disclosure at the National Press Club.

Filer was one of 39 witnesses who gave testimonies during the hearing, including former members of the U.S. military and federal agencies, researchers, academics and ordinary citizens.

A former Air Force intelligence officer, Filer was a pilot stationed at the U.S. Air Force base at Sculthorpe RAF Base in England in January 1962. He was out refueling fighter aircraft at around 30,000 feet over the North Sea, when he was notified from London Control that radar had picked up a UFO.

It was around sunset and a clear night when he headed toward the object's location, around 1,000 feet above an area near Oxford and Stonehenge, he said.

Filer said he could feel the adrenalin as his KB-50 J tanker aircraft exceeded what he called redline maximum speed to get there. He said that the control tower in London had cleared the area and was calling out the distance to the craft.

In a written submission to the hearing he described the experience as follows:

"They called out your miles apart, 60, and 40. At about 30 miles my APS-23 Radar picked up the hovering UFO directly ahead.

"It was an exceptionally large radar return reminding me of a large bridge or ship. This craft was bigger than anything I had seen in the air before. It reminded me of the radar return from the Brooklyn Bridge 6,000 feet or the Firth of Forth Bridge in Scotland (8,300) feet, over a mile long.

"The return was sharp and solid as compared to the fuzziness of a rain cloud. I felt this craft must be made of steel or strong metal. We were doing around 425 mph as we approached to about 10 miles, when the UFO apparently realized we were intercepting," he said.

"It was a dark night; we could only see a series of dim lights directly ahead similar to a cruise ship at sea. Now only five miles separated us. Suddenly the UFO seemed to come alive, the lights brightened immensely and the UFO accelerated in a launch similar to the Space Shuttle taking off at night.

"We saw much brighter lights and fantastic acceleration as it climbed almost straight up and suddenly it was gone. These huge craft I learned are called mother ships, because like an aircraft carrier they carry smaller disc craft.

"We asked London Control, if they had any rocket launches in the area. London Control seemed as disappointed as we were. The controller said, "There are no rocket launches in that area, thank you for the intercept, you are now cleared to return to your mission."

Filer said the incident did not gain vast attention although he did record it in his navigator's log and it was mentioned the next day in operations. A few weeks later, however, he and his crew received an invitation to dine with Prince Phillip, Duke of Edinburgh, who had expressed an interest in their experience.

"About seven of us sat around a table discussing UFOs. Prince Phillip was very personable and friendly. He was very interested in our intercept and we assume he had also been briefed by London Control because the U.S. Air Force had no apparent interest," he said in his written testimonial.

When he asked the royal consort of Queen Elizabeth II why he was interested he said Prince Phillip replied: "My uncle who raised me, Earl Mountbatten had seen UFOs close up while in the Navy."

Filer said Prince Phillip told him he had debriefed aircrews who intercepted UFOs "on many occasions."

Filer said he has researched the topic of UFOs over many years and now believes that extraterrestrials have been visiting planet earth for thousands of years.

He referred to archaeological structures carved in the soil called cursors, which are found throughout England. He believes they resemble the reported shape of mother ship UFOs.

"This complex at Stonehenge and Silbury Hill in England, may in fact represent visitation by an alien race in the distant past," he said.

Filer had another experience with an extraterrestrial craft while in the U.S. Air Force according to organizers of the Citizen Disclosure hearing but he did not discuss it at the event. He is now a regional director of the Mutual UFO Network (MUFON), a nonprofit volunteer organization which was established in 1969 to record and study UFOs. You spent almost 45 years of your life studying reports of UFO sightings, interviewing hundreds of eyewitnesses, travelling to many sites of alleged sightings, conducting field investigations, etc. In other words, you were involved in UFO research for nearly 45 years. Is this correct?

"Yes, it is correct. I began to get involved in UFO research in 1960. When I was growing up, my father used to tell me of his sighting of a large "mysterious" greenish object one summer night in 1947 darting across the bay while he was night fishing in Yokohama. He had seen many meteors in the night skies during his many years of night fishing in the bay, but that particular sighting in the summer of 1947 was definitely not a meteor, he used to emphasize to me. With that kind of a childhood background influence, when I became a high school student in 1960, I began to participate in several UFO research groups in Japan.

So you became a believer of UFOs as intelligently controlled extraterrestrial craft?

"That is correct, I became a strong believer in the existence of UFOs as extraterrestrial craft monitoring the earth. I began to subscribe to newsletters and publications of organizations such as N.I.C.A.P. (National Investigations Committee on Aerial Phenomenon) of Washington, D.C. and A.P.R.O. (Aerial Phenomena Research Organization, based in Tucson, Arizona."

But now you no longer hold on to that viewpoint. Is this correct?

"It is correct in the sense that I am more pessimistic than ever on this viewpoint. It was around 1978 that I began to question the so-called "ET Hypothesis" of the origins of UFOs."

Have you ever been to Roswell?

"Yes, I used to live in New Mexico and Arizona after moving to the U.S., from Japan. To be exact, I lived in New Mexico from 1965 to 1973 and in Arizona from 1973 to 1982 and so I've been to many areas of interest in those states. When I was living in Albuquerque, I came to know several people who used to tell me about the Manzano Storage areas next to Kirtland AFB. I visited Roswell on many occasions. I also visited Whites Sands and the town of Socorro where a patrolman, Lonnie Zamora, allegedly had in 1964 a CE2 incident (Close Encounter Type II, i.e., a close range sighting of a UFO on ground, together with the alleged sighting of its occupant and with an alleged physical trace (burnt 'landing marks' on the desert) after the object flew away."

Do you believe that the Roswell incident of 1947 was a crash of an alien "flying saucer"?

"It is difficult for me to believe that was the case. I tend to believe that the Roswell "incident" was a hastily created diversion (possibly a "staged event") to draw attention away from the public scrutiny of some military project gone awry. I believe that during 1945 (after the end of WWII), 1946 and 1947, there were several prototypes of experimental aircraft being test-flown in the American Southwest, including the Muroc Dry Lake (present-day Edwards AFB) that included prototpyes of "flying wing" aircraft."

What about the allegation that many of today's technologies, such as computer chips, computers, fiber optics, night vision goggles, lasers, thermal imaging, composite materials, etc. all came from back-engineering of items found in the panel of the flying saucer that crashed near Roswell in 1947? In other words, from "aliens"?

"I am not convinced of that. It took years and years of hard work of our scientists to develop these technolgoies. Initial concepts, basic designs and prototpyes of today's many technologies did not come suddenly in 1947. I have a difficult time believing that they came from "aliens". Phil Corso's theories

When did you begin to have doubts on the Extraterrestrial Hypothesis of the origins of UFOs?

"Towards the latter half of the seventies. I began to read books by John A. Keel and Dr. Jacques Vallee. They influenced my thinking tremendously. THE EIGHTH TOWER, written by Keel had an impact on my viewpoints. Vallee's THE EDGE OF REALITY (co-authored with Dr. Allen Hynek) also really opned my eyes. Consequently I began to consider the UFO phenomenon not as a uni-dimensional, physical phenomenon that can be studied and explained by traditional empirical methodology. I believe it is more of an ultra-dimensional phenomenon. I even began to consider some the phenomenon as part of "religious" manifestations or "apparitions".

In other words, you do not believe that UFOs and aliens exist?

"I am a skeptic in the sense that I do not believe that UFOs are physical, "nuts-and-bolts" extraterrestrial craft maneuvered and/or occupied by extraterrestrial aliens. The bottom line is that after nearly 60 years or so of the so-called modern-day era of UFO sightings, we have yet to come up with any tangible, solid, concrete, physical, irrefutable evidence that we are being visited by advanced civilizations from elsewhere in the universe. The bottom line is that unfortunately, we can only rely on empirical evidence, and so far there is none to substantiate such allegations."

Have you interviewed many so-called "abductees"?

"Yes, I have intereviewed many so-called "abductees", including the so-called MILAB cases, cases that allegedly involved military personnel. On one occasion I interviewed a lady who claimed to have been abducted by Naval personnel outside Ridgecrest, California, next to China Lake Naval Weapons Testing Center. She claimed she was abducted by military personnel and taken to an underground level at China Lake where she allegedly was tested whether she had any extra-sensory capabilities to locate "enemy" submarines and other weapons."

"In Phoenix, Arizona, I interviewed in length a family whose daughter was allegedly abducted by a hovering circular object in the middle of a hot summer evening from their swimming pool. This allegedly involved time loss, i.e., the missing time elapse syndrome. My belief on "abduction cases" is that the abductees really believe that they were abducted. It could be a yet unknown psychological phenomenon of some type. That is my opinion on abductions."

Have you ever had any personal UFO sightings?

"I've had some sightings of things that I could not identify at the time of such sightings. One night In 1993, around 11:30 p.m., about 5 of us had a sighting of a group of incandescent balls of light that almost resembled a "string of pearls" exapanding and contracting as it travelled towards Edwards Air Force Base. We were standing right next to the fence at a remote radar cross-section test site of Northrop Grumman, south of Tehachapi Mountains at that moment. However, I believe that all of my past sightings probably could be explained through prosaic explanations."

Have you been to Area 51 in Nevada?

"I've never been inside Area 51, if that's what you mean. However, I have seen the base many times from White Sides as well as from the "Freedom Ridge" before those hills were closed off to the public in 1994. The sight of the sprawling base from those two hills was magnificent, to say the least. Moreover, I continued to see the base several times even after1 1994, this time from the Tikaboo Peak, which is about 23 miles away. The last time I saw the base from the distance was in September of 2003. By the way, Area 51 is an erroneous name of that complex. "Area 51" was never an Air Force designation. It was a designation used by the Department of Energy. The correct official name of the base is "an operating location near Groom Lake." Have you been to the alleged underground base in Dulce, New Mexico?

"I was in Dulce in 1990 with a TV crew from Japan to help produce a documentary on the alleged Dulce base. We spent a few days there looking for the base (which was allegedly located under Archuleta Mesa, outside Dulce). However, we could not locate any such base, partly because some roads leading to the mesa were closed off, due to snow on the ground. We interviewed many locals, i.e., the Jicarilla Apache tribe, some of whom claimed to have seen strange lights in the night skies and some military helicopters in that area especially during the early eighties, but my conclusion was that there was nothing solid to substantiate any such allegations, despite the fact that we were temporarily detained by the Police Chief while in town and taken to his office, probably because of our extreme curiosity. We also talked with some ranchers in that area, some of whom claimed that some of their cattle had been mutilated mysteriously, especially during the early part of the eighties. Again, however, my conclusion was that there was nothing solid to substantiate the allegations that there was an alien base in Dulce."

"Yes, I am a citizen of this great nation, the U.S.A.. I was naturalized in 1976 in Phoenix, Arizona during the year of the Bicentennial Celebration of the U.S.A. The Bigfoot Behind Me Part 2

The still captures contained in this post are from the National Park location. I was on the main hiking trail and it was a bright sunny spring morning. In fact there were two hikers approximately 75 yards behind me. So this Bigfoot was hiding right beside the trail watching hikers walk along. My back trail camera captured this Bigfoot watching me pass, then it turned and tilted its head in the direction of the hikers following me. It appeared to be "sniffing the air".Lets take a look at the best still captures in order they were captured. This footage is not a clear as I would like it to be. I was moving and the sun was very bright. The video was shot in HD but the subject is still not crystal clear.The below still capture shows a very hairy fellow peeking out at me from the right side of the trail. Note how bright the sun is and the fact the Bigfoot is hiding on the sun lit side of the trail.I think the Bigfoot is located here because of the wind. The wind was in its face and wind is always more important than having the sun at your back.Note how close to the trail it is. I walked withing a few feet of this Bigfoot and had no clue it was hiding there beside the trail. The next 3 still captures show what I think is a different Bigfoot in the same area. It has a more "traditional look". I have moved down the trail about 100 feet away when it pokes its head out again and looks at me. In the above still capture the Bigfoot is just starting to look out around the tree at me. In the below still capture its head is more exposed as it gets a good look at me.Below is a close up of the sequential frames. The Bigfoot leans out more and turns toward me. Below are close ups of the head.The Bigfoot turns its head back to its left. Then tilts its head backward. The below still capture shows this profile view of the Bigfoot. Note the high forehead, brow, and beard. The facial hair appears to be "groomed" not "shaggy" or "un-kept". The final still capture explains the reason the Bigfoot turned its head back and "sniffed" the wind. Two hikers come up from behind me. Notice on the right of the trail something suspicious looking.Is this another Bigfoot? This would make possibly three in this one area watching the trail! (This is near the area where I collected Bigfoot hair samples for the Ketchum DNA Project).Is the above Bigfoot number three? This area appears to be very important to the Bigfoot.Below is a collage of the still captures from this footage. It is shocking how close the Bigfoot get to us and we have no clue. This trail is a heavily used trail. Families, women, children, and riders on horse back frequent this trail every weekend and daily during the tourist season. This is one reason I chose this area. It has all the incrediants to attract Bigfoot. They are "watchers" of us! We are their "entertainment".
